There was an exploit that allowed players to do this if you also upgraded a naval unit at the same time. Sadly, they fixed this.

Let players upgrade at sea
Players should be able to upgrade non-naval units at Sea.

I would totally support this. If you can supply ships and upgrade them in the middle of the ocean you can do land units too.
