Level 2 Buildings

Hi

I've upgraded a Naval Base and an Industrial Complex to lvl 2 and the newspaper made an article showing that. Is this tool supposed to show this kind of upgrade? I would like my enemies unaware of how my provinces are doing, making them spy me.
