Literally Unfair For South Sudan

Why should I play as South Sudan?

I recently started a match as Nigeria. My ally, Ethiopia, conquered part of South Sudan. But I realised that South Sudan only has 3 cities. Their capital city, Wernoyl, is actually just a forest, which means South Sudan has a total of 3 cities- to its surrounding countries 4 cities apiece. Take a look!

I realise that Texas has sort of the same thing with Austin being a small plains city, but Texas still has 4 cities. South Sudan's capital city doesn't even come with an industrial complex, I checked.
