I agree with this, but...the only problem is, what if people get into fights and spam the chat just like people do the newspaper.
Local Game Chat
It is really annoying to have to find out who is online in your server while talking to someone in global, I feel like I should be able to talk specifically to the people in my local game.

There used to be such a thing.
Frequently there would be a couple of messages that would show up for the whole game as approximately one percent of players actually use the chat.
Also this took a lot of staff time to clean up as players would typically only use the game chat for insulting others or other rule breaks.
Since you are also chatting with your enemies there is nothing productive to communicate in that manner, unlike the alliance, team, or coalition chat

I remember someone telling me that...I can only imagine why they got rid of it...
People are incredibly devious with their insults nowadays. They call you things that are barely within the rules but not result in a warning from a moderator. This would be a nice idea, but I'd rather stick to reportable newspaper fights and not chatroom fights that have to constantly monitored by staff(who are already busy enough as is)
