Make a Cap on the amount of War Bonds that can be stored at once

I'm okay with war bonds, but what I don't like is when a country that has done basically nothing all game suddenly pulls out 300k war bonds on me. I think that a cap of 100k or even 50k is needed to prevent hoarding and spamming.
