it’s also why there are 97 playable countries in Operation Supremacy, when they changed 5 normally playable nations into Bases.

Quebec and the Philippines are also not playable, because some of their homeland cities were taken away to make room for the Bases.

Probably for some sort of balance reason. They still want 100 playable countries, but don’t want someone having too many weak neighbors, so they comprised with this.
