Make Iraq playable in 1939 Historic World War

Iraq has 4 cities, so why not make it playable? I think it makes sense to make Iraq playable because it’s a decent country to start as.

This is only a suggestion, which means the developers might not add it, but, I think it just makes sense to make Iraq playable.
