How about just get rid of them...
Make Rocket Fighters a SCOUT!
Rocket fighter is just an ‘Interceptor’ with a rocket propulsion system. It’s 1100km/h something high speed does not necessarily mean that it would fly past its scouting target too fast, leaving little time for close observation. I mean, mid-war TO post-war interceptors have speeds of approx. 7-800 km/h, they are scouts, and 300 km/h difference is not too big back in WWII for fighters. Rocket fighters have controllable rockets, controllable speeds.
As for their low flight time, IT’S NOTHING YOU SHOULD EVER WORRY ABOUT. Rocket fighters engines do stay operative for 7 minutes (5 minutes for jap version) before fuel runs out. If the scout target is close enough, say 100km away, you will find them come back to the airstrip with lots of intel safe and sound.
Rocket fighters CAN carry all necessary scouting equipment (cameras, radios). Rocket fighters can carry a payload of up to 3,045 kg with ease.

Why build rocket fighters in the first place. Just build interceptors.
