Make the Gibraltar province smaller

In bothe clash of nations and hww, the Gibraltar province is too big. In reality Gibraltar is just a big flat rock. I know they cant make the provinces that small, but they can at least make it about as small as the rural provinces of Danzig or Luxembourg.
