In America Homefront, Youngstown Ohio should be a steel producing province, due to the historical significance of Youngstown as one of the largest steel producing cities in America during the WW2 period.

the devs were too busy on fixing bugs
they couldnt afford to add more features that could result in even more bugs (also time + efforts consuming)
Don't expect a lot of historical/geographic accuracy with the resources and the regions. On the 22 player map, Pittsburgh gets food instead of metal and Stalingrad produces goods instead of oil. Just consider the availability of oil in general on any map compared to historical distribution of production. Game balance was the bigger concern over historical accuracy.
You are right. Although there's (probably) nothing wrong with making Youngstown as a metal province, it's just simply not one of the devs' priorities.6thDragon wrote:

If you wanted historically accurate resources then the US and USSR would basically have infinite amounts and would be unstoppable. The only things really stopping them from storming their respective regions was anti-imperialist ideology (apart from Philippines and such, but no wanting to invade half the planet) in the US and incompetent leadership in the USSR costing millions of lives and almost losing to Germany.
