I've noticed these new market costs recently too. Is this a bug or an intentional change? I don't remember seeing anything about it in the release updates.
Market Cost @ 30
The new scheme where everything costs 30 on the market to force gold use is going to kill the game for serious players. I have been playing the game non-stop for several years. And love it. But if this is the way it's going to be moving forward I will quit. And I have supported the game with plenty of gold use (tons of it in some maps where it is needed to compete). Got a huge warchest right now for those occasions. But there are a whole ton of serious players that like the challenge (greatly prefer actually) of playing maps without using gold because doing so requires actual skill. When the market is structure this way, it is basically impossible to play the game without gold. This change requires some serious reconsideration or I will be quitting Call of War, and I think there are LOTS of other serious players who feel the same way.

I sure hope its a bug that is going to be corrected, but fear it is intentional to make gold use mandatory. I am on vacation so jumped into one of the 10 player 1939 maps that was in last weeks rotation since it would not require the usual game play as a 100. It is not even remotely fun. Spent all my initial resources to build up and attack to get to 130 points, and now just stuck in the mud doing nothing because no resources left and no way to build anything else without spending gold on more resources. Just sitting and waiting to build like 1-2 units a day. Joke
I think the changes (deliberate or not) are better. Now there are no worthless resources, every resource has value. I am able to sell my food or steel the whole game and buy the same amount of rares. If you need resources you can put in buy orders. This also increases your global popularity. I think for some people it is just a change that will take time to get used too.
Another reason I support this is that this will change the player attitude of NOT BUILDING industries. If you fail to build industries in your core provinces you will always be short on resources and need to buy from the market (or use gold), and tbh neither is my problem. Nothing is worse than conquering a player on day 20 and he still has L1 industries in his core.
