Mass production.

If a province sticks to building only 1 unit, such as battleships, then the speed of all units after that will decrease, speeding up production, if you change production to another unit type then build times will reset, the game takes a very long time to complete and once it's down to 3-4 players like most of mine are, then it needs speeding up, as building units is slow at the best of times.
