Can rocket artillery and SP rocket artillery have an additional "blueprint" level similar to other units in the game.
It is a bit odd that its non-rocket counterparts possesses a "blueprint" level whilst they do not.

I think that the question that is asked is fair; even thought rocket artillery is in the "Secret" tab, it's cost per unit is actually comparable to that of artillery (slightly more expensive if we switch around RM with goods and goods with food). It's available on Day 2 (except Comintern, which is Day 1 tech, definitely not comparable to nukes in that sense).
I'd take this a bit further and maybe even add extra levels of research for rocket artillery as well: L3 regular r. arty does 10.3 unarmored dmg while L5 arty does 10.3 heavy armour dmg. The extra levels would balance this out, I'd think.
I do think elite rockets, RRGs and nukes would be far fetched tho 
I've actually thought a second level for RRG would be good. Weaken the regular RRG a bit so midgame meta isn't so RRG-heavy, but add a second level so that end game RRGs can keep up with upgraded/elite units.
Maybe it's a second level, maybe it's blueprint, whatever. Same for RA/SPRA, if there needs to be another level it doesn't necessarily have to be blueprint.
