Militia should be changed to guerillas

I recently joined a 1939 Historic World War game and decided to mess around and choose an East Asian country, Xinjiang. My militia was already level 3 so I figured, "Why not just try them out to see if they're any good." So far, the only use I can see for them is defending when you have fortifications. I think a way to make them a more viable unit, especially for weaker nations, would be to rename them "Guerillas" and give them a few boosts and weaknesses. First, I think they should have a +100% when defending or attacking on that country's core provinces. This would make them roughly equal to higher level infantry. This would replicate how guerilla fighters in real life know the terrain of their country far better than an attacker, and can effectively use that knowledge to deal heavy casualties. This would be similar to the Vietnamese using guerilla tactics in the Vietnam war against the U.S. and French forces. However, they would have -50% when attacking or defending non-core provinces. This would help ensure they are used solely as a defensive unit and not spammed. Conquest would still be reserved for other units.

These are just ideas, and I think they could help make weaker countries a more viable choice instead of people gravitating towards Germany and the Soviet Union. Please feel free to give some advice or improvements to this idea.
