I think the 12 hour time should be ruduced. To may be 8 hours.
Minelayers and Minesweepers
Minelayers: Over the course of WW2 and WW1 minelayers have played a substantial role in naval combat. For example, during the battle of Gallipoli a British battleship was sunk by ottoman navy mines. I propose that a new unit called the minelayer should be added. A mine layer will take twelve hours to lay mines in a certain area. The ship itself is weak and can be easily destroyed, but its naval mines can deal a lot of damage. Friendly units will be able to bypass a naval mine without taking any damage. Also, countries that are at peace will not take any damage either. However, if any enemy unit goes into the area surface ships will take 10 hit points of damage to surface ships on level 1 and submarines will take 5 hit points of damage on level 1. After receiving the damage the mines will disappear. However, the minelayer can still lay more. There are three levels for the mine layer. At level 2 it will deal 15 hit points to an surface ship on level 2 and 10 hit points for submarines. At max level it will deal 20 hit points of damage to surface ships and 15 hit points to submarines. Naval mines can only be detected by destroyers and minesweepers.
Minesweepers:
Minesweepers are the only unit that can remove naval mines from an area. They take an 12 hour period to remove the mines. Similar to the minelayer its stats are bad. However, it has a unique ability to remove mines. The minesweeper only has one level.
