I would start with a message to WiseOdin. He is the overseer of the moderator team. Alternatively you can message dr. leipreachan who oversees the game operators. Lastly, you can try Sir McSsquiggles as he oversees all of us.

Moderators
How do we deal with Moderators who are working with a person or persons that have done something in game? Also when they reply to you and tell you they have taken care of it. But weeks go by and it hasnt changed.

as Dubbs stated, I oversee the moderators. You may contact me any way you wish. PM on the main site is the easiest, but you may also message me privately here, or make a report addressed to me if you have an issue with a moderator in chat or forum.
@Dr. Leipreachan oversees the game operators.
If you send Dr a PM on the main site, or create a bug report directly addressed to him, he will handle it. Game operators work tickets, and this sounds like the issue you are having.
@Sir McSquiggles is who you should go to if you do not like an answer given to you by myself or Dr Leipreachan, or if you have not been answered after a couple days.
