Hm. I see what your trying to say, but I don't agree with removing the capital effect being good idea.

If there is one major problem I have with CoW, it is morale. On the 100 Player Map especially, if I have a multi-continent nation, no matter where the capital is, somebody is mad. I think that you should simply remove the negative morale effect for the capital, or change it to something new. This is getting to be a problem on one of my games especially, because I have built fortifications and placed units, and it is still falling or, at best, stable. Please CoW team, do something to fix this, because it is almost impossible to get anything done. Also, during WWII, there weren't many riots in cities, even when the capital was FAR away.

True, but maybe change the effect to lower resource production or something.
i agree with what Carl is saying. This game is terrific for 50-60 days and then every time we get to this stage the game goes down hill. i'm New South Wales. doing very well. have conquered most of africa and asia with my ally(NZ). but asian provinces have changed hands so many times by the time we conquer them, the land is barren. so you take province after province with a 25% rating, that won't increase. I think a useful addition would be for an increase in morale for all buildings, not just fortress's. so if you conquer a city with any building in it it carry's with it 5% moral. and you gain 5 % for every building or building level that you build. I can see a few people have dropped out because it is just a waste of time playing any further. my spies are showing me that everyone else in the game is doing even worse. but also think of the distance my homeland is from the rest of the world. I've now moved my capital to africa to see if it will help things with morale. after 2 days i can see that the morale in all NSW has dropped 10% and the capital in africa has gone up 10%, but none of the surrounding states around the african capital have gone up. so in effect my economy has taken even more of a knock. so once again this game is turning into who has the best spy and land battles between anti tank guns and artillery, because nobody has any food or oil.
The effect of morality should be changed.
Building a second or third capital would be nice, too.
To make the game fair, additional capitals would have to be very expensive and take a long time to build. But large empires in history have used this tactic, or had some sort of way to distribute administrative function over large areas.
You should have regional government office. For instance, if I'm German and my empire spans into the far reaches of Russia, more or less near Alaska, I should be able to build a Government office in that far flung area to reinforce that they're under German control

update on the game i am playing where the morale is a problem. It's now day 68. NZ and myself eventually teamed up with Peru. we are on the brink of victory. just 1 active opponent left. But the morale problem never really improved. it's linked to food, and being unable to feed people in the large number of provinces where there is no or little buildings to support the people. my conquest was slow, and i was always building up the economies in the new provinces. However NZ and I were up against 2 alliances at one point, and combined we had 8 enemies. the fact some of them were tiddly countries doesn't seem to matter. But the hit on our morale, never recovered, even though we were eventually victorious. Once the morale dropped, the food production dropped, it was a downward spiral. Moving my capital didn't help in fact it made it worse, due to the morale dropping even more in my homeland. after 4 days i moved back to New South Wales. The morale in NSW didn't go back up very quickly. It took weeks.
