More Penalties for Losing a Capital

Penalties for losing your capital are too miniscule considering the fact that your government now operates from nowhere. Morale should decrease even more, soldiers should lose damage potential and they should also have a higher chance to defect or make random movements since they technically no longer have proper orders from your capital. I've seen countries with no capital yet they continue to thrive for days. It just doesn't make sense to me, where do the orders come from? Were the government officials trapped in the capitol building when it was captured? Did they leave before it was captured? Did they regroup on a train or something? None of it makes sense, soldier morale and production would definitely decrease if you told them that their nation's capital was lost.

I think there’s already a thread created relatively recently about this. In my opinion, the penalties for losing your capital are already bad enough, what with the morale loss, time wasted, and hit on your economy etc.

Not for me, I lost Berlin yesterday and my entire nation evaporated but I am still standing strong on the island of Ajaccio. And to be honest, the morale drop and capital cost is almost nothing. The capital province is there for a reason, it should be made more of a strategic target rather than just a special province.
