The problem here is when the enemy actually knows I'm coming to a certain province, even if they have no visual with my attacking unit, they have the chance to move troops from where they thought I would attack to where I'm going to attack and I no longer have the element of surprise. The only way my enemy should know of my plans is through using espionage activities.
