Just a quick answer to your points:
1. There is a reporting tool already in place, you should select the player's page, select 'report player' and supply information on their game number and names of other accounts. Multi-accounting is very much against the rules and will always end up with those accounts being banned and/or deleted, and you should always make a report if obvious situations, like the example above with the matching names, comes into being.
2. Bullying is in poor taste, and verbal abuse or discrimination is against the rules of the game. However in the context of strategy it is allowed i.e. a large nation can destroy his own allies if they are weaker than him, however sending insults and putdowns in the ingame messages or newspaper is not.
3. Could you clarify this point? Lying in game, while not exactly great, isn't banned. It is part of the player's arsenal in diplomacy, you can use it to appear strong, or weak etc. Of course it's just words in the game, if your enemy sees through them, those words won't be worth the paper they were written on in a fight.
