That is a cool idea. Perhaps you could choose where to patrol at as well. 
Naval Control
Does anyone else think that all ships, especially submarines, should be able to patrol an area on the seas just like aircraft in the sky?

I agree! Especially subs! I also think subs should be able to travel under all ships except destroyers. Maybe you can also tell them what ships they can attack on patrol rather than biting a destroyer and getting blasted.

so subs can hunt convoys

that's true but having a patrol mode allows to recon the area with out engaging exept if detected by Naval bomber
