What would naval patrols be? This isn't necessary because naval units are ranged, whereas air units aren't. if you have HC, you can set fire control, which helps you defend shores.

Naval unit patrols
Why can naval units not have the same ability as air units to patrol. Did naval patrols not exist in WWII? This would definitely help in defending the shores of territory or even shipping lanes.
