Need Help in timing of rocket launch to hit refueling planes

How do you figure out when to attack when your rockets are a bit away?
I know the flight time back and refuel of the planes I am talking about. There is more buildings than just the airfield, so do I have to make sure I am targeting the planes?

Just target the province, damage will be spread over whatever is there. Buildings or units.
What I do is use 1 rocket for probing. I sent one out to a target at the tip of its range (or the province I want to target to be absolutely sure). Then I know that targets around halfway of its range will take half that time, targets at around a distance of 60% of its range take 60% of the time etc.
I never bothered remembering any of the flight times since rockets come cheap and probing for distande allows you to get a lot more utility out of them.
If an enemy uses a level 1 airport to refuel his planes, giving them a 15 minute refuel, I find this way of going about to be acurate enough.
You should in theory be able to calculate the flight time from the speed the rocket flies at per hour in relation to its total range. Description of the rocket at level 2 says it flies at 600 km/h and its range is 500 km. 500/600 = 0.833, with 60 minutes in an hour = 60 * 0.833 = 49.98 which is around 50 minutes. Meaning targets at the tip of the range of the level 2 rocket would take around 50 minutes to reach, but this is not the case. So using this to range rockets at any distance is not possible. That is why I use probing.

I do the same. Launch one rocket early to find the timing and or damage the airbase a bit. Then you know once the planes turn around and have a time to return to base displayed that you can launch with confidence on the rest of your rockets.
After using a lot of rockets I have a fairly good sense of them, but the differences in speed and range between level 2, 3, and 4 keep me guessing a lot of the time.
If you were really scientific you could figure the distance and do the math, but I have never tried.

I"m having a helluva time targeting Stationary ships for some reason, is there a trick? they are Lvl 3 rockets.

No real trick. Sometimes you have to wiggle your cursor around a bit to find the attack/select point. Once your cursor is hovered over the right unit the unit will highlight and it's designation tag will show up.

Two things to consider:
First: rockets target the specific coordinates that you select, and of the target is moving then the target cans get outside of the 5 km (presumed) blast radius of a conventional rocket fairly quickly if you consider a fifteen minute flight time.
Second: when targeting ships (or any unit) did you have a clear current view of the enemy or were you looking at old intel data. If old data you again have the possibility of the units having moved but the intel image has not updated, or that you actually did damage the units but again without clear sight on the target you have no idea what kind of damage you did.
