Neval units in operitons

we need ships subs destroyes and all the neval units in the operaiton i know its kinda hard becuase there isnt moral in sea and provinces of countrys. so neval units can be only placed in sea with some range from province with the enugh moral needed, i'm sure that bytro can handle this
