They have this in Conflict of Nations set in the modern era.
You might want to contact those players and see what the impacts are.

New building: Academy
In the academy the players can train generals for rare materials and money
academy can be bulidt only in the capital, and if you moove your capital away you need to bulid an other one.
Genrals can be attached to any army, but differen generals give different advantages, like infantry general, airforce, naval etc.
What do you think? Which generlas would you like to see in call of war, and what would be his ability?

Lets not go into CON again shall we? COW is a unique game but 1.5 is getting more and more like CON
