Any map with single-player is basically just sandbox mode. That's up to the devs to think about.
As for a faction maps, they already exist as team events on specific maps like World at War. Not to forget alliance games as well. And if you want a custom map for team events, wouldn't see why not ¯\_(ツ)_/¯
