... The primary reason is because there was so many empty matches taking up precious server space. You'd understand if you ever actually looked at any of the games back then... The typical game would never fill up to capacity. And if it did, 90% of the people left nigh immediately(which still happens, but that's not the point). Having the ability to do more would just be silly.
New Map Creation Restrictions
The fact that you can only make one map every thirty days sort of kills the experience. It kills the fun also, because wouldn't you like to have a personal game without other influences and take over the world. With this having to wait 30 days it makes it harder to find a game that you like. Most people like to play a simple peaceful game by themselves. Please change it back.Or at least like 24 hours.

Hmm.., why do players need to create more than 1 map per month?
By creating only 1 map one can theoretically play at least on ten new 10-player- or even twentytwo fresh 22-player-maps each month... 
For beginners who want to gain experience, there are always some free places on the 22 player starting maps.
The maps for 40, 50 and 100 players are created by system anyway, and on demand, if enough players find together and ask, maps can also created by mods.
Alliance games are general excluded from the limitation.
So, if someone urgently need to create more maps.. - 1x high command (cheaper then a box cigarettes), and many profit from it..

Ultimately, CoW is a war game - but if someone wants to choose his enemies beforehand one could use the forum or the chat to find suitable (team-)mates before open up a map or search for maps with accordingly own wishes.Aiden Williams wrote:

Opening lot of maps or enter maps thoughtless and after then deciding whether it's a pleasing or suitable game, and, if it's not, to leave it straight away and try the next one, was unfortunately an usual behavior by many players and has rightly caused the restriction.
