New Morale in 1.5

So ive noticed that the new morale system in 1.5 seems to be a lot different since bunkers now dont add anything. Why is it that only infrastructure adds morale. In my opinion if you are gonna do that you need to make buildings that are specifically for morale. Since in the 100 player 1.5 games it gets pretty strenuous to keep rebellions from happening daily.

You also don’t have a war penalty, so I have found morale management in 1.5 to be much too easy.

Infrastructure is both for morale and faster unit movement speed. This makes building infrastructure an easy choice.

I agree that there should be war penalties but not always. In ww2 when Japan attacks dpearl harbor, America went in war because the citizens were angry and wanted revenge, so maybe if you’re the one declaring war and attacking you will have the penalty bit if you are defending you won’t.
