New Province ideas, Historical resources and borders

Hi i was thinking that we should have states in the game, i was playing as the Soviet Union and all my East Asian mainland kept turning against me and there was nothing i could do but build infrastructure and that would lower my oil by a lot, and my land wouldn't stop turning till all the land that was turning against me was filled with infrastructure and my oil had went down, so i was thinking we could put the goods resource to use or add a new resource which would be supply, and how the state would work is that you click on the state and and have the option to build infrastructure and that would bring supply from the capital threw each state that has a good level of infrastructure and the moral would go up, but the infrastructure would be a state build not a province build.

Also this map is really inaccurate, i noticed that the Caucasus don't have it's natural oil fields not even one oil province and the Soviet Union is missing Armenia and Azerbaijan and they only have Georgia and i was wondering if you can update the map were we have historical borders and resources.
