There are two options when you build them.

New Spawn Paratroopers Turn into Ground Unit?
Yeah so I had some units in my province building some paratroopers and when the paratroopers spawned, they spawned as ground units. So now I have to pay to convert them back into planes. Bug or feature???? Either way stupid and needs to be fixed.
