New way to get blueprints
What if, there was a very rare possibility of uncovering blueprints from intelligence espionage?
Or gaining research without actually doing it from espionage?

Like, if a nation does not have any blueprints, will that prevent you from getting blueprints from espionage on that nation?

That is a good question, I would say that they wouldn't get it, but if it was an AI nation you were invading, it would give in the small chance. And it wouldn't matter if it was a nation of an inactive player or a nation of an active player.
