Non-Core Province Production Penalty changes

Please check previous topics before posting. We've already discussed why non-core penalty is in place. Additionally, all nations in the world map are balanced the same. When you say "my production of rare materials is only 94 per hour. That is a staggeringly low production and there is no feasible way for me to compete with a lot of other nations in research." That is entirely untrue; all other nations are in the same boat as you. Play to your advantages and consider the actual game mechanics put in place before writing a topic that will just take up more server space, please.

I had 52 for start, conquered a double production one, went to 64, still able to research continously

I am Caribbean and I have +88 an hour after conquering Central America, Guyana, Panama, and Columbia. :P
