I loved supremacy 1914 and really enjoy the idea of call of war but the non core penalty is horrendous, not to mention the unbelievable limitation on grain and rare material production across the board in every single last country, but when a country is wiped off the map whats the point of keeping those core provinces as such? How is rare material supposed to be in use when every country i play has 50 per hour and no one wants to trade for their rare material. I'm pretty sure this has ruined the whole "franchise" for me

I concur on the resourcing issue, especially on the world map. I am sure this game needs a little more resources and a revision of the -75% reduction. With an aggressive unit availability timeline (game timeline to researched units), resourcing an expanding nation/military doesn't match to the research timetable.
Is it possible to bring it to -66% reduction and see how much better the game plays?

The game is perfectly balanced as it is. Please check to see if your topic has already been discussed before restating "problems" that have been determined to be non-existent.
It's perfectly balanced. When you have a big empire, you're able to produce lots of stuff by building infrastructure level 3 in every resource-producing province. To be honest, the only problems I've ever had with resources are manpower (sometimes), rare materials (supposed to be like this, notice the rare) and grain (playing as the US, which is supposed to have littl grain). All of the problems were solved when I invaded territories.
