You have to read the newspaper for details; every time a given country produces a nuclear missile, nuclear bomber, aircraft carrier, or battleship, they are listed in the newspaper. Totals, however, are not provided, and it's up to you to keep track of a running total of such.
Erm, no Call of War should not have one of these things, if some one has a Nuclear Weapon, they probably want to keep it a secret. If they want to tell people about it, they will, but if they don't want to they shouldn't. A nuclear weapon is something that a country should keep a secret until other countries start to get them. Call of War staff and other players do not care if you get nuked constantly, you should have defended against from the nuclear bomber.
@JCS Darragh, there are already at least three alternatives -- newspapers reports (see my comment above), espionage functions, and the "reveal all armies" option -- for determining whether a given country has nuclear weapons.JCS Darragh wrote:

Let's not forget simply doing a "copy, paste" of the newspaper into your favorite text editor and looking for the right search terms.
Reading all the reports in the paper can get tedious.
