But, but...all reactors do in real life is produce electricity? I honestly can't see how a reactor would boost grain productions. Infact, all reactors really do is give my strategic bomber force a nice "bomb me here" sign
And honestly, once you've full upgraded an industrial complex and infrastructure (maybe naval yard if you're on the coast) you produce alot of resource anyway.
Electricity can be used to power machines *gasp* which can be used for, among other things, farming. At the very least they should give a morale boost because, y'know, people have electricity now.
Morale boost for cheap electricity is one thing, but farming? Tractors don't use electricity they use oil but the power can be used in factories, but I can't imagine what use the reactor other than electricity, and nukes.

maybe using electricity in factories to make food quicker?
Processing some of the crops to make something useable (like bread) could be sped up with electricity.
They wen't used for civilian purposes until the 1950-60s i believe. So adding a production bonus would be inaccurate and especially when they are only meant for military, development, research things in this game.
yes but supply base can be also use for military purpose

I still don't think it's necessary the first nuclear reactor used to generate electricity to power homes, lights shinning on statues of Stalin or factories was built it the Soviet Union in 1954. Try to put that into game time it could fit into when you can build lv 5 reactors.
A that stage you have the questions: What is the point in a +5% increase? and Why not a +5% increase? and then
Is it even worth answering those questions?
Putting it in contex, reactors provide electricity, as well as other sources at the time cheap or not,it's only use is to use nukes
