In a modern time a city would be off limits, but at the time they knew little about fallout, it was the lessons in Japan that showed us the long term effects of fallout.
Indeed, such a thing as radiation poisoning wasn't a well known thing until after the war.

I like the idea. Just because it wasn't known about(and it was probably suspected) doesn't mean the effect isn't there. It will make players consider before dropping the bomb. I suggest that the province hit has a morale cap for the remainder of the game, resource production there is greatly diminished and any troops passing through or stationed there take steady damage perhaps skin to the 'forced march' function but the morale/condition damage takes place over a 24 hour period rather than hourly.

The morale cap for the remainder of the game is realist. But it would be terrible for call of war. D:EnmaDai-O wrote:

There would be nothing to do with those provinces nuked and the surrounding provinces. How would they not rebel every other day? I am not sure how radiation affected those who entered the city(Hiroshima, nagasaki) after it was bombed.
