Nukes Should Leave Fallout
It would be realistic for nuclear bombers and rockets to leave fallout within their blast radius for 2 or 3 in game days, preventing any production or construction in any provinces whose centers are located in the fallout area. Higher levels of nukes would leave larger and longer lasting fallout areas.
