Other Players Rate Players
If you are in a game with someone, you can write a review of that player like in ebay. Then everyone can see a list of the reviews of the people they have played games with. You could also have a star rating for various categories.

Some of the problems could be mitigated.
Only coalition members can write reviews about members in the same coalition. Maybe only coalition leaders can.
Minimum rank requirement.
I would combine this with the ability of a coalition to kick members like admin can and to have a game lobby where coalitions can choose who spawns in to inactive nations they control.
