You could add a small time frame of 2-5 minutes where they are descending from the transport planes and are most vulnerable, with, I'd say, 0.1-0.3 defensive skill. Paras should also get a small subtraction (0-5%) in their moral/health, because of casualties sustained in the landing. These two factors could help limit any abuse of the unit.
