Passive AA units

This would be the first time Im writting on this forum.
Just a moment ago I was talking on help chat about anti-air units and heard that they would shoot ONLY in self defence. In my opinion this is something that should be fixed. If having AA on frontline wont try to stop enemy planes from attacking your troops that are at rear, even when those planes are flying right above that AA-unit, is a big strategic flaw.
Ofcourse when planes are just passing by without attacking would mean they are going faster and in higher altitude than when in combat. This would surely make AA less efective against planes but would still be better than just letting them go without even trying to shoot down the enemy.
My suggestion would be that AA units would try to shoot enemy air units that are flying past and within range(?) with 50-75% efficiensy as they are obviously harder to hit.
