Pittsburg on Clash of Nations map

It’s always bugged me that On the 22 player clash of nations map the Resource Pittsburgh has is food. Pittsburgh and that entire region were a large steal producer during that era. Pittsburgh is still commonly called “steal city” today. That entire region of the US is often referred to as the rust belt today, but the decline of steal didn’t occur until we’ll after WWII.

What would it take to change the resources north US has on the map? I understand for game balance each country starts with one city generating each resource. However I think switching a different city to produce food and give Pittsburgh metal would be any easy fix.
