I think that Level 4 Rockets (max level) should be placable on level 6 submarines (max level), it would sort of fit with the game's historical accuracy, as the latest rocket is from 1958, this may be a terrible idea, but I thought it was good, so I'll add a poll and see what people think

I can see where you’re coming from but I believe the game goes max to the mid 50’s, before any rocket firing subs were made. But it does sound interesting. Though it would be better if you had any level of rocket on the sub, and the missiles could be placed on level 5 subs too, so you are not forced to get the blueprint to have access to this.
Wow, obviously I didn't realise. I like the underwater carrier idea, but it seems that the Japanese were the only nation to really use them. This idea is to place rockets on submarines, and possibly other naval units so that rockets can become more useful, and to research stuff in the later game, since 1 in-game day seems to represent 6 months, a 30 day game ends in 1955.

I also think that it should be level 5 subs, as this could allow people to purchase the blueprint with gold and then get the naval rockets really quickly.

Having it on level 5 would prevent PTW and experienced players from having too big of an advantage, and the first sun launched missile was in 1944!
The first recorded attack on land-based targets using sea-based rockets was carried out by the US submarine USS Barb (SS-220) on June 22, 1944, against the Japanese town Shari.
This along with allowing any level of rocket would be a bit more balanced.

The Germans fired an a rocket on New York City I think, and even if these ships weren't combat ready, we have the designs so they can still be added.

I don’t think so. Attacks on US soil were very rare, usually done but the Japanese, and it says that German rocket research stopped in 1943. And seeing how it says the first rocket attack was in 1944 either the Germans attacked after or it didn’t happen.
