Plane damage
So when I patrol over or attack a city or province with planes on the GROUND those planes do the same damage to my planes as if they are in the air! In real life a plane on the ground will not damage a plane in the air! Please fix.

This is normal. Think of it like they're stationed at the airfield and scramble for defense. It's only when they turn into convoys that they start to act like grounded units.
