Which airfield did you start from?
If it was one of your former ally, of course you will lose RoW there as soon as you attack -- without useable airfield planes will always automatical land and become convoys.
In my alliance the player did leave the game, so turned to A.I and the pass-through green sign.
Doing so on one state there is one militia unit and a level 2 airport. I put 16 tactical bombers in the air, split in 3 groups by 5+6. I put about 10 infantery forces. I initiate attack.
The bombers are in the air. I expect they start to bomb and attack the ONE militia unit. Guess what.
They turn to comvoy units.
What a great logic. Solve this bug. WHen planes are in the air, they do attack, not land and turn to convoy units.

If I understand correctly:
You have Right of Way with player A
You are using the airbases of Player A
You attacked a militia unit belonging to Player A
Which means that you declared war on Player A. Naturally declaring war means that your planes are no longer permitted to use the airbase you are flying from, and are forced to land and turn into a convoy. It sounds like the sequence was displayed out of order a little bit, but that sounds like the expected operation of the game to me.
If you mean something different please explain it with country names and city names, including the airbases that your planes were based from so that we may understand better.
Of course there is clear logic in planes turning into convoys when they're in the air. Your planes were operating out of your old ally's air base. You send them into the sky to bomb your old ally. Your old ally is now at war with you and does not permit you to use his air bases anymore. Your planes cannot fly forever with no air bases. So, they emergency land on the ground and turn into convoys. If your planes were in the range of an allied city with an airport, then of course your planes would not randomly yeet onto the ground and die.
