It handicaps the use of tacs and ABs early game, and unnecessarily de-incentivises building industry.

I disagree. Bombers become quite powerful later on and we do not need air power do be unbalanced. I think the same of heavy armoured units. Getting players to make use of their mostly infantry forces at the start and modernise their armies as the game progresses seems better to me._Pyth0n_ wrote:
