Possible improvement of the Non-Core Province

I have quick suggestion for Call of War.

Once you conquer another country whether it is A.I. or player you will only receive 25% of its resources which is fine however I believe that more depth could be added.

By this I mean perhaps adding a captured country menu where you can set up the treatment of the population. So if you put the treatment of a certain country as gentle then the resource production is lower however man power production is higher because more people are actively getting recruited and more importantly morale development and rebellion chances are lower. But if you put the treatment of a particular country is harsh then resource production is higher fore example 50% but morale development is lowered and rebellion chances are significantly higher where militia units begin to spawn and damage buildings and units.

This system is not perfect but adding this would be quite interesting and give more depth to the game.

What would be your advice, how much should transformation cost? How long time it should need and so on?

Please make thoughts about ballance for steamroller and turtle player strategy.
