I am sure this suggestion would've been tendered before, please forgive me for refreshing it with my own take on it.
Suggestion:
Give the user the power to demolish buildings.
Allow the user to create a 'demolition man/team' in the barracks, so that they can demolish those buildings that are no longer required. Depending on the level of building any resources gained can be returned to the user.
i.e. Recruitment Centres, Propaganda Offices

This seems to be a bit useless. In other games such as S1914, those buildings use up resources daily. In CoW, they don't. If you demolish a building, you would have to probably pay more to do it than you gain. It wouldn't be worth it, and adding a new unit for this specific function seems a bit overcomplicated. Unique idea though.

Why would there be a seperate unit dedicated to demolishing buildings? Like, what's the point? We don't make a unit to create buildings, what's so special about demolishing them?

Well, I am a self confessed noob to CoW so please excuse my naivete.
I am currently in a game where I have way too many Recruitment Centres, over compensated because of a previous game where I ran out of troops,and although the man power is great in this game, the buggers are eating through way too much food.
Ideally, I'd like to demolish a few RCs to to balance it out a bit, and figured I'd make the suggestion.

Nah! I've been trying to catch up since, but at the expense of other resources, troops, research etc

If you want demolition, here's an idea:
Click on the building and there should be a button to demolish it, then a separate GUI pops up showing what is to gain, and you can cancel or confirm.

Useful when you capture a city but expect to lose it.
The fair way to do this is for the demolition to take time, like construction.
And it should cost something, like 10% of the cost of constructing the building.

That is precisely why I was talking about a 'demolition team', one you will need a barracks for either in the province you capture or in a nearby province, or a team already made in preparation that can follow the war machine around.
This idea was prompted by, the fact that I made a lot of Recruitment Centres when I started, and as I invaded other countries, took on their Recruitment Centres, which bumped up my manpower to a ridiculous degree.

The thing is, with this feature, it won't really do anything. These buildings don't use up any resources. They cost some to build, but just existing, they do nothing except boost manpower. I don't see much or a reason to add this.

I can see how this could be useful if those buildings took like 500 food a day to upkeep, but they don't. They are free. So why would you want to pay to remove them? I'd just leave them and invest in domestic industry instead.

I am constantly, especially in food, but still having to sell res to buy food, and food is bloody expensive atm.
All I am doing is catering for those troops. If I could slow down the production of those troops, by demolishing a few recruitment centres, I'd be able to focus on building an Army and a Navy and actually playing the game, rather than regret my early actions throughout the game.

I think you are confused about something. Recruitment centers produce manpower. Manpower is a resource and it doesn't require anything to upkeep. Do you mean barracks? That would be completely different.

Mate, you don't need to feed manpower. It doesn't cost anything to keep, think of it as a number. I think this whole time you were worried about a manpower surplus, hence food crisis, but that's not accurate within the game. Manpower stays as a unit of measurement until it is used to create units, which then has an upkeep according to the type of unit. There is, however, a max amount of manpower you can get (even though it is extremely high, and you should never be able to reach it. Just starting on day 1 I think you get above 500k manpower as the max, and the more provinces you get the more it increases.
