Production Levels Idea

Let's introduce the idea of producing a unit whose level is less than what research has been done

Mimics the idea of poorly trained units in war, and allows to spam weaker units in short time than strong unit in lot of time

add the caveat that such units can be upgraded BUT for extra cost (so avoid resource manipulation)

So like i can produce an infantry level one even if i researched level 6

What do you guys think?
