Propaganda offices and Non-core provinces

I feel like propaganda offices are useless. I have never used them to this day.

I think a great addition to the game would be, that you could build propaganda offices in occupied states to reduce the non-core resource penalties to say 60% for level 1, 50% for level 2 and 40% for level 3. This would encourage people to conquer land for the resources and also make it possible for small countries to stand a chance at all. On the other hand it will be (alot) more expensive to build it.

What do think of this?

Propaganda offices are not useless. You try winning a World at War map without them, especially in the Asia-Pacific region, and see how far it gets you.

Once you start capturing a significant number of points, your expansion morale penalty is going to kick in. This becomes a problem late in the game, when one might have expanded territory by up to 2000 per cent. If you're going for a solo victory, doubly so. With the maximum more penalty of 30 points for distance to capital, and 30 points for expansion, provinces will only be at 40 per cent morale. This is a problem especially in your core provinces, which won't be producing as much, one's unit production facilities which shouldn't be more than a day from the front line without extremely good logistics, and obviously any provinces bordering enemy territory may have as low as 10% morale. Obviously this is a major problem, and propaganda offices are generally better and cheaper than stationing troops in every province, and solve the problem rather than contain it. Build them in every city.

Seems like an interesting idea. Theoretically propaganda offices are already increasing output due to the bump in morale so this would just be increasing that. It would also introduce some interesting economics, like making it worthwhile to build a propaganda office in a conquered city that already has 100% morale just because you want the additional economic output boost.

In practice, I never build propaganda on conquered provinces--it's too slow, and usually once I'm at the point that I'm conquering provinces far from home I've already got my production lines running so I don't actually need the cities to produce anything, I just need to avoid the first-night revolt. If it does seem like I'll need to move production to the front lines because there's going to be some sort of long war, a much better technique imo is to build propaganda centers in all my core provinces, then move my capital.
