That's how morale already works, you can flip low morale provinces.

Propaganda province influence
basically,ny idea is you can use Level 4/5 propaganda stations to gain enemy provinces as such but only 1 province range basically,like a defector but instead the population decides nah i wanna be with them instead of them

He's saying that if you have a really high moral province next to a mediocre moral enemy or neutral province, the mediocre moral province should rebel.
